정의용 외교장관과 서욱 국방장관은 9월 13일 (월) 한국 외교부에서 호주의 마리스 페인 (Marise Payne) 외교장관, 피터 크레이그 더튼 (Peter Craig Dutton) 국방장관과 제5차 ‘한-호주 외교 · 국방 (2+2) 장관회의’를 개최하였다.
양국 장관들은 한-호주 수교 60주년을 맞아 자유민주주의와 시장경제 등 기본적 가치와 역내 전략적 이해를 공유하는 최적의 협력 파트너인 두 나라의 외교 · 국방 장관들이 코로나 19 상황에도 불구하고 한국에서 대면 협의를 가진 것 자체가 양국의 굳건한 협력을 증명하는 것이라고 평가하고, 양국이 지난 60년간 꾸준히 다져온 우호관계를 기반으로 관계 격상을 통하여 협력의 지평을 더욱 넓혀 나가자는데 뜻을 함께 하였다.
이번 회의 계기에 양측은 공동성명을 채택하고, 외교·안보, 한반도 문제, 지역 및 글로벌 이슈 협력, 코로나19 대응 협력 등 폭넓은 분야에 걸쳐 협력을 더욱 강화해 나가자는 의지를 표명하였다.
양측은 다양한 영역에서 내실있는 논의를 통하여 양자 협력을 미래지향적으로 발전시켜나가기로 하였다. 양국은 환경 및 기후변화 대응, 경제 협력 등 관련 심도 있는 논의와 함께, 「사이버 · 핵심기술 협력 MOU」를 체결하고 우주 분야 협력을 위한 「우주 정책 대화」를 설치하는 등 협력 외연의 폭 또한 확대하였다.
아울러, 양측은 급변하는 동북아 및 아시아·태평양 지역의 안보 환경에 능동적이고 신속하게 대응해 나가기 위해 국방 및 안보 관련 구체 협력방안에 대한 다양한 의견을 교환하였다.
한반도 문제 관련, 양국 장관들은 역내 평화와 번영을 위해 한반도의 완전한 비핵화 및 항구적 평화 정착이 필요하다는 데에 의견을 함께 하였으며, 호주측은 우리 정부의 한반도 평화프로세스의 조기 재개를 위한 외교적 노력을 지속 지지해 나가기로 하였다.
또한 양측은 지역 정세에 관해 의견을 교환하는 한편, 역내 책임있는 중견국으로서 유사한 전략적 환경에 처해 있는 한국과 호주 양국이 협력을 통해 역내외 평화와 번영에 더 크게 기여해 나갈 수 있도록 다방면에 걸쳐 적극적으로 협력해나가자는데 뜻을 함께 하였다.
아울러 우리의 신남방정책과 호주의 인도-태평양 전략 간 협력을 다양한 분야에서 추진해 나가기로 하였다.
한편, 양측은 코로나 19의 세계적 확산에 대한 전지구적 대응 차원에서 공평한 백신보급과 함께, 향후 유사한 보건 위기 재발 방지와 효과적 대응을 위한 협력 의지를 표명하는 한편, 팬데믹 이후 그간 위축된 양국간 인적·문화적 교류 활성화를 위해 다각적으로 노력해 나가기로 하였다.
이번 회의를 통해 양국은 역내 정세에 대한 의견을 심도 있게 교환하고, 코로나 19 등 당면한 위기를 극복하기 위해 협력을 더욱 강화해 나가기로 하는 등 한-호 관계 격상을 위한 굳건한 토대를 구축한 것으로 평가된다.

Republic of Korea-Australia Foreign and Defence Ministers 2+2 Meeting
Joint Statement
- On 13 September 2021, the Minister of Foreign Affairs of the Republic of Korea, Chung Eui-yong, and the Minister of National Defense of the Republic of Korea, Suh Wook, hosted the Australian Minister for Foreign Affairs, Senator the Hon Marise Payne, and the Australian Minister for Defence, the Hon Peter Dutton MP, in Seoul for the fifth Foreign and Defence Ministers’ 2+2 Meeting between the Republic of Korea (ROK) and Australia.
- Celebrating the 60th anniversary of the establishment of diplomatic ties between the ROK and Australia, the four ministers reaffirmed that the ROK and Australia have developed strong cooperative relations in a wide range of sectors, underpinned by the shared values of freedom, democracy, universal human rights and rule of law, as well as mutual respect, trust and close people-to-people ties, and a commitment to an open, inclusive and prosperous Indo-Pacific region.
- The ministers welcomed the agreement between the two Leaders at their bilateral meeting on the sidelines of the G7 summit held in Cornwall on June 12 to upgrade the bilateral relationship to a Comprehensive Strategic Partnership. The ministers also recognized the value of regular consultation between the two countries through various channels, in providing opportunities to discuss the regional security outlook and explore new areas of cooperation, and highlighted the importance of increased engagement, including reciprocal visits between the ministers of the two countries.
COVID-19 Cooperation
- Both sides underscored that all countries should work together to overcome the pandemic and commended their respective contributions to COVAX AMC to ensure equitable access to COVID-19 vaccines for developing countries. Both sides also reaffirmed the role of multilateral health system such as the World Health Organization in preventing potential future pandemics and crises, and committed to cooperation both at bilateral and multilateral levels to enhance capacity to respond to infectious disease in the region.
- Both sides emphasized the importance of coordinating closely on enhancing vaccine access and delivery, including in Southeast Asia and the Pacific, and committed to further cooperate to increase the global vaccine supply, including through options to cooperate on research and development in vaccine technologies. Both sides also recognized that the close ties between the two countries had been strengthened through active people-to-people exchanges and agreed to make efforts to revitalize our exchanges as soon as the COVID-19 situation stabilizes.
Bilateral Cooperation
- Minister Chung and Minister Payne reaffirmed the need to strengthen the bilateral partnership to manage the shared new challenges of the two countries, and agreed to advance mutually reinforcing and future-oriented cooperation in a wide range of areas encompassing pandemic response, post-COVID-19 economic recovery, climate change, and enhancing the already robust trade relationship.
- Minister Chung and Minister Payne welcomed Leader-level agreement to strengthen cooperation in the field of low emissions technology by establishing a Low Emissions Technology Partnership on all areas pertaining to low emission technologies, including on hydrogen and clean steel, and agreed to identify and expand mutually beneficial cooperation.
- Minister Chung and Minister Payne signed a Memorandum of Understanding on Cyber and Critical Technology Cooperation, to elevate existing cooperation and formalize regular bilateral Cyber and Critical Technology Policy Dialogues, building on the earlier Cyber Policy Dialogue. Minister Chung and Minister Payne agreed to hold the inaugural Cyber and Critical Technology Policy Dialogue between senior officials in the near future.
- Minister Chung and Minister Payne agreed to establish a new bilateral Space Policy Dialogue, focused on norm development in multilateral institutions and future bilateral space cooperation. Through these annual talks, Australia and the ROK will contribute to shaping a safe, secure, and sustainable space domain.
- Recognizing that climate change is a serious challenge for the international community, Minister Chung and Minister Payne agreed to cooperate to reach each country’s respective 2030 greenhouse gas reduction and global carbon neutrality targets, and to support developing countries’ response to climate change and to conserve biodiversity.
- Minister Chung and Minister Payne reaffirmed the importance of resilient supply chains amid the COVID-19 pandemic. Both Ministers welcomed the work underway to establish the ROK-Australia Critical Mineral Working Group and agreed to support the development of critical minerals supply chains essential for renewable energy technologies and advanced manufacturing.
- Minister Chung and Minister Payne reaffirmed the value of the Korea-Australia Free Trade Agreement in strengthening the trade and investment partnership between the two countries, and agreed to examine options to further expand and diversify our economic relationship as a central part of elevating the bilateral relationship to a Comprehensive Strategic Partnership.
- Minister Chung and Minister Payne welcomed the revitalization of the Joint Economic Committee (between Foreign Ministries), reflecting our mutual desire to collaborate on economic security issues, bilateral and regional trade, and economic trends, as well as to expand cooperation in multilateral fora to promote an open and rules-based multilateral trading system.
Defence and Security Cooperation
- Both the ROK and Australian defence and foreign ministers, noting shared defence and security interests, agreed to cooperate on existing and evolving security threats in a strategic environment with increasing uncertainties.
- Minister Suh and Minister Dutton, in consideration of increased defence cooperation since the signing of the Memorandum of Understanding on Defence Cooperation between the ROK and Australia in 2011, agreed to explore new institutional foundations to promote enhanced future defence cooperation.
- Minister Suh and Minister Dutton acknowledged the progress made on defence industry and materiel cooperation, including the resumption of Joint Defence Industry and Materiel Committee. Both the ROK and Australia recognized that leveraging on the strengths of each other’s domestic defence industrial bases would contribute to their security and resilience in meeting future security challenges.
- Both foreign and defence ministers welcomed the selection of a Korean company as the preferred supplier for the Australian Army’s LAND 8116 Phase 1 (Protected Mobile Fires) self-propelled artillery project and agreed that this would lead to a closer relationship between our armies in the areas of self-propelled artillery.
- Minister Suh and Minister Dutton welcomed the recent signing of the Memorandum of Understanding concerning Mutual Logistics Support and Cooperation, which laid the foundation for promoting logistic exchanges and cooperation between the ROK and Australia as well as facilitating mutual logistic support during joint training and exercises.
- Minister Suh and Minister Dutton have also agreed to increase joint exercises, training, port calls and aircraft visits in order to improve interoperability, enhance mutual understanding and build solid people-to-people links between the ROK Armed Forces and Australian Defence Force. Furthermore, they recognized the ROK’s inaugural participation in Exercise Talisman Sabre 2021 and looked forward to building upon this in future iterations.
- Minister Suh and Minister Dutton recognized that the Memorandum of Understanding on Defence Research, Development, Testing and Evaluation in 2019 has enabled robust research and technology cooperation between the ROK and Australia. Both ministers looked forward to strengthening collaboration in the field of defence science and technology, including cooperation with other allies and partners such as the recently signed ROK-USA-AUS Trilateral Framework on Defence Research, Development, Testing and Evaluation.
- Minister Suh and Minister Dutton recognized that the Memorandum of Understanding regarding Cooperation related to Missing Korean War Personnel signed during the fourth Australia-ROK 2+2 Ministerial Meeting in 2019 has facilitated DNA sharing which will contribute to our combined attempts to recover and identify Australian personnel missing from the Korean War.
- Both sides reaffirmed their commitment to strengthening bilateral defence cooperation on peacekeeping operations. Minister Dutton and Minister Payne welcomed the fourth UN Peacekeeping Ministerial to be held in Seoul in December, 2021 and agreed on close coordination in support of the success of the meeting. Both Ministers also recognized the commitment made at the 2019 Australia-ROK 2+2 Ministerial Meeting to mainstream gender perspectives in military training, operational environments for peacekeeping, humanitarian assistance and disaster relief, and agreed to continue to promote the Women, Peace and Security agenda in all forums.
- Minister Suh and Minister Dutton undertook to keep sharing experiences in supporting the fight against COVID-19 during major multilateral security meetings such as ADMM-Plus and the Seoul Defence Dialogue which, both acknowledged, would provide valuable opportunities to discuss the military’s role in responding to future unconventional security crises.
The Korean Peninsula
- Ministers emphasized that complete denuclearization and establishment of permanent peace on the Korean Peninsula will lead to peace and prosperity in the region. Minister Payne and Minister Dutton expressed their support for the ROK’s efforts to advance inter-Korean dialogue, engagement, and cooperation.
- The four ministers welcomed the commitment of the United States and the ROK in pursuing diplomacy with the Democratic People’s Republic of Korea (DPRK) and urged the DPRK to engage in meaningful dialogue without preconditions. Ministers also reaffirmed their ongoing support for dialogue and diplomacy, based on previous agreements such as the 2018 Panmunjom Declaration, Pyongyang Joint Declaration, and Singapore Joint Statement, and emphasized that these are essential to the complete denuclearization and establishment of permanent peace on the Korean Peninsula.
- Expressing concerns about the DPRK’s nuclear and ballistic missile programs, the ministers reaffirmed the importance of all countries faithfully implementing relevant United Nations Security Council resolutions.
- The Ministers noted that the United Nations Command’s maintenance of the Armistice Agreement and the inter-Korean Comprehensive Military Agreement contributed to peace and stability on the Korean Peninsula. The ROK Ministers welcomed Australia’s essential contribution in the United Nations Command.
Regional and Global Cooperation
- As mature, likeminded democracies, Australia and the ROK are natural partners with shared strategic interests. Australia and the ROK seek to shape a region where states cooperate on shared interests and resolve disputes peacefully and in accordance with international law, where sovereignty is respected, and where the flow of goods, people and ideas promotes prosperity and stability.
- The four ministers acknowledged the synergies between the ROK’s New Southern Policy and Australia’s approach to the Indo-Pacific and agreed to continue close communication to realize our common vision for the region, including through annual senior officials’ talks.
- The ministers reaffirmed their support for ASEAN centrality, ASEAN-led regional architecture, and the ASEAN Outlook on the Indo-Pacific region, and committed to continue developing our cooperation across the areas of health, infrastructure, economic recovery, maritime security, regional connectivity, and Mekong water management capacity-building, following the inaugural dialogue on our support for Southeast Asia and ASEAN held in February 2021. The ministers also recognized that the two countries have been communicating closely on our cooperation in Southeast Asia through such platforms as the ROK-Australia Vaccine Forum. Ministers agreed to articulate how we intend to expand our support for Southeast Asian partners, including through the delivery of a Joint Leaders’ Statement at the East Asia Summit.
- The ministers recognized the importance of our respective alliance relationships with the United States in contributing to our own national security, and that these relationships are part of a network of alliances and partnerships that underpin broader regional stability and prosperity. They emphasized their support for the United States’ deep and long-term commitment to the Indo-Pacific across economic, development, health, diplomatic, security and other domains.
- The four ministers exchanged views about developments in the South China Sea and reaffirmed the importance of maintaining peace and stability in the South China Sea. They underscored the importance of upholding freedom of navigation and overflight in the South China Sea and that all disputes should be resolved peacefully in accordance with international law, including the United Nations Convention on the Law of the Sea. Ministers called for the Code of Conduct for the South China Sea to be consistent with international law, not prejudice the rights and interests of third parties, and reinforce existing inclusive regional architecture.
- Expressing deep concern at the political, security, human rights, and humanitarian situation in Afghanistan, the ministers underscored the importance of a new governance model in Afghanistan being inclusive and representative. Afghan authorities must permit safe passage including of foreign citizens and visa holders; respect human rights, particularly for women and girls, minorities and human rights defenders; and should not harbor terrorists or their support networks.
- The four ministers expressed grave concern about the situation in Myanmar and called for an immediate cessation of violence and utmost restraint by all parties. Ministers committed to continue to urge the release of those being arbitrarily detained, including foreigners. The ministers welcomed the appointment of Minister of Foreign Affairs II of Brunei Darussalam Erywan Yusof as Special Envoy of the ASEAN Chair on Myanmar and emphasized their support for ASEAN-led efforts to restore democracy, peace and stability in Myanmar. They called on the military regime to engage meaningfully with ASEAN to fully and effectively implement ASEAN’s Five-Point Consensus. The ministers also expressed concern about the growing humanitarian crisis in Myanmar, including the very serious COVID-19 situation.
- Ministers welcomed Leader-level endorsement of the Open Societies Statement that was adopted at the 2021 G7 Summit, which reaffirms our shared cooperation in support of open societies, democratic values and multilateralism.
- Ministers expressed strong commitment to promoting and protecting universal human rights, and agreed to support the United Nations and other international organizations in their efforts to promote and protect human rights across the Indo-Pacific. Ministers also affirmed their shared commitment to promoting gender equality and women’s economic empowerment and agreed to share respective approaches and lessons-learned on budget supports, women in STEM, and Women, Peace and Security.
- The ministers underscored the importance of the free and rules-based multilateral trading system in dealing with the economic downturn resulting from COVID-19, and the importance of strengthening global economic resilience in the wake of the pandemic and in response to the increasing use of unfavourable protectionist measures. Ministers recognise that these measures undermine the rules-based international trading system and committed to continue to closely work together at multilateral level, including at the WTO, APEC, G20 and OECD. The ministers also welcomed the Regional Comprehensive Economic Partnership Agreement (RCEP) signed in November 2020, and looked forward to strengthening regional economic cooperation by implementation of the agreement.
- The ministers highlighted the role of MIKTA – as a diverse and cross-regional consultative group – in enhancing multilateral cooperation and supporting a strong, rules-based international order, and committed to further strengthening MIKTA cooperation under the chairmanship of Australia in 2021.

1. 2021년 9월 13일 정의용 외교부장관 및 서욱 국방부장관은 마리스 페인 호주 외교장관 및 피터 더튼 호주 국방장관을 서울로 초청하여 제5차 한-호주 외교·국방(2+2) 장관회의를 개최하였다.
2. 한-호주 외교관계 수립 60주년을 축하하며, 양국 장관들은 양국이 자유, 민주주의, 보편적 인권 및 법치 등 공통의 가치 및 상호 존중, 신뢰, 긴밀한 인적 교류와 개방적이고 포용적이며 번영하는 인도 태평양 지역을 위한 기여에 기반을 둔 견고한 협력 관계를 광범위한 분야에서 발전시켜왔음을 재확인하였다.
3. 양국 장관들은 6월 12일 콘월에서 개최된 G7 정상회의 계기 양국 정상회담에서 양 정상이 양자 관계를 포괄적 전략적 동반자 관계로 발전시켜 나가기로 합의한 것을 환영하였다. 또한, 양국 장관들은 지역 안보 전망을 논의하고 새로운 협력분야를 모색하는 기회를 제공함에 있어 다양한 경로를 통한 양국간 정례 협의의 가치를 인식하고, 양국 장관들 간 상호 방문을 포함한 교류 증대의 중요성을 강조하였다.
코로나19 협력
4. 양측은 모든 국가들이 팬데믹 극복을 위해 협력해야 한다는 점을 강조하고 코로나19 백신에 대한 개발도상국의 공평한 접근을 보장하는 COVAX AMC에 대한 양국의 기여를 평가하였다. 양측은 잠재적인 미래 팬데믹 및 위기 예방에 있어 WHO 등 다자 보건 체계의 역할을 재확인하고, 양자 및 다자적 수준에서 역내 감염병 대응 역량 강화를 위해 협력해 나가기로 하였다.
5. 양측은 동남아시아 및 태평양 지역을 포함하여 백신 접근 및 운송 개선을 위한 긴밀한 공조의 중요성을 강조하고, 백신 기술 연구 및 개발 협력 등을 통해 글로벌 백신 공급 확대를 위한 협력을 강화해 나가기로 하였다. 양측은 양국간 긴밀한 관계가 활발한 인적 교류를 통해 강화되었음을 인식하고, 코로나19 상황이 안정화되는 대로 교류 재활성화를 위해 노력키로 하였다.
양자 협력
6. 정 장관과 페인 장관은 양국 공통의 새로운 도전에 대응하기 위한 양자관계 강화 필요성을 재확인하고, 팬데믹 대응, 포스트 코로나19 경제회복, 기후변화 등 광범위한 분야에 걸쳐 상호보완적이고 미래지향적인 협력을 진전시키고 이미 건실한 교역관계를 증진시켜 나가기로 하였다.
7. 정 장관과 페인 장관은 수소 및 청정 철강을 포함한 저배출 기술에 속하는 모든 영역에 걸쳐 저배출기술 파트너십을 수립하여 저배출 기술 분야 협력을 강화시키기로 한 정상 간 합의를 환영하고, 호혜적 협력을 모색 및 확장해 나가기로 하였다.
8. 정 장관과 페인 장관은 기존의 사이버 정책 대화를 바탕으로 현재의 협력을 격상시키면서 정례적인 양자간 사이버 및 핵심기술 정책 대화를 공식화하기 위해 사이버 및 핵심기술 협력 양해각서에 서명하였다. 정의용 장관과 페인 장관은 가까운 장래에 양국간 고위급 제1차 사이버 및 핵심기술 정책 대화를 개최키로 하였다.
9. 정 장관과 페인 장관은 다자기구 내에서의 규범 발전 및 양자간 미래 우주 협력에 초점을 두는 양자간 우주정책대화를 신설하기로 하였다. 동 연례 대화를 통해 호주와 한국은 안전하고 안정적이며 지속가능한 우주 영역을 조성하는 데에 기여해 나갈 것이다.
10. 기후변화가 국제사회의 심각한 도전과제라는 인식 하에, 정 장관과 페인 장관은 각국의 2030 온실가스 감축 및 글로벌 탄소 중립 목표 달성을 위해 협력하고 개발도상국의 기후변화 대응 지원 및 생물다양성 보존을 위해 협력하기로 하였다.
11. 정 장관과 페인 장관은 코로나19 상황에서 회복력 있는 공급망의 중요성을 재확인하였다. 양 장관은 한-호주 핵심광물 실무그룹 설치 작업이 진행중임을 환영하고 재생에너지 기술과 첨단 제조업에 필수적인 핵심광물 공급망의 개발을 지원하기로 하였다.
12. 정 장관과 페인 장관은 양국간 교역투자 파트너십을 강화함에 있어 한-호주 FTA의 가치를 재확인하고, 양자 관계를 포괄적 전략적 동반자 관계로 격상시켜 나가기 위한 핵심부분으로서 양국 경제관계를 확대 및 다변화하기 위한 방안들을 모색키로 하였다.
13. 정 장관과 페인 장관은 경제 안보, 양자 및 지역 교역, 경제 동향에 관해 협력하고 개방적이고 규범에 기반한 다자무역체제를 증진하는 다자무대에서의 협력을 확대하고자 하는 공동의 희망을 반영하여, (양 외교부 간) 경제 공동위원회의 재활성화를 환영하였다.
국방 및 안보 협력
14. 한국과 호주의 외교·국방 장관들은 공통의 국방·안보 관심사에 주목하면서, 불확실성이 증가하는 전략적 환경에서 현존하고 진화하는 안보위협에 대해 협력하기로 합의하였다.
15. 서 장관과 더튼 장관은 2011년 한-호주 국방협력 양해각서 서명 이래 양국간 국방협력이 증대되어 왔음을 고려하여, 미래 국방협력 발전을 위한 새로운 제도적 기반을 모색하기로 합의하였다.
16. 서 장관과 더튼 장관은 한-호주 방산협력공동위원회 재개 등 양국 방위산업 협력의 진전을 평가하였다. 한-호주 양국은 상호 국내 방위산업기반을 강화함으로써 양국의 안보와 향후 안보 도전에 대응하기 위한 회복력에 기여할 것임을 확인하였다.
17. 양국 외교·국방 장관들은 호주 육군의 자주포 획득사업에 한국 기업이 단독협상대상으로 선정된 것을 환영하였으며, 이를 계기로 양국 육군 간 자주포 분야에서 더욱 긴밀한 관계로 이어질 것이라는데 의견을 같이하였다.
18. 서 장관과 더튼 장관은 최근 한-호주 상호군수지원협정 개정안 서명으로 양국 간 군수교류협력을 발전시키고 합동 훈련 및 연습시 상호 군수지원을 촉진하는 기반이 마련된 것을 환영하였다.
19. 서 장관과 더튼 장관은 또한, 합동 연습, 훈련, 군함 및 군용기 기항을 확대하여 한국군과 호주군 간 상호운용성을 제고하고 상호 이해를 증진하며 견고한 인적 유대관계를 형성해 나가기로 하였다. 아울러, 양 장관은 2021년 탈리스만 세이버 연습에 한국이 최초로 참가한 것을 평가하고 이것이 장래 연습을 위한 토대가 되기를 기대하였다.
20. 서 장관과 더튼 장관은 2019년 한-호주 국방과학기술협력 양해각서를 통해 한국과 호주간 공고한 연구기술 협력이 가능했음을 평가하였다. 양 장관은 최근 서명된 한-미-호주 3자간 국방과학기술협력 양해각서 등 여타 동맹 및 우방국과의 협력을 포함하여, 국방 과학기술 분야에서 협력을 강화해 나갈 것을 기대하였다.
21. 서 장관과 더튼 장관은 2019년 제4차 한-호주 외교·국방(2+2) 장관회의 계기에 서명한 한-호주 유해발굴협력 양해각서를 바탕으로 유전자(DNA) 공유가 촉진되어 한국전 당시 호주군 실종자의 발굴 및 신원확인을 위한 양국 공동의 노력에 기여할 것임을 평가하였다.
22. 양측은 평화유지활동 분야에서 양자 국방협력을 강화한다는 약속을 재확인하였다. 더튼 장관과 페인 장관은 제4차 유엔 평화유지 장관회의가 2021년 12월 서울에서 개최되는 것을 환영하였으며, 동 회의가 성공적으로 개최될 수 있도록 긴밀히 공조해 나가자는데 동의하였다. 양 장관은 또한 2019년 제4차 한-호주 외교·국방(2+2) 장관회의에서 평화유지, 인도적 지원, 재난 구호를 위한 군사훈련 및 작전환경에서 성인지적 관점을 강화해 나가기로 하였음을 인식하고, 여성·평화·안보 의제를 모든 협의체에서 지속 발전시켜 나가기로 하였다.
23. 서 장관과 더튼 장관은 아세안확대국방장관회의, 서울안보대화 등 주요 다자안보회의 계기에 코로나19 대응을 지원한 경험을 지속 공유해 나가기로 하였으며, 이러한 회의체가 미래의 비전통적 안보위기 대응에 있어 군의 역할에 대해 논의하는 소중한 기회를 제공할 것이라는 점을 인정하였다.
한반도
24. 양국 장관들은 한반도의 완전한 비핵화 및 항구적 평화 정착이 역내 평화와 번영으로 이어질 것이라는 점을 강조하였다. 페인 장관 및 더튼 장관은 남북 대화, 관여 및 협력 진전을 위한 한국의 노력에 지지를 표명하였다.
25. 양국 장관들은 북한과 외교를 추진해나간다는 한국 및 미국의 약속을 환영하고 북한이 의미 있는 대화에 조건 없이 참여할 것을 촉구하였다. 양국 장관들은 또한 2018년 판문점 선언, 평양 공동선언 및 싱가포르 공동성명 등 이전 합의에 기초한 대화 및 외교에 대한 지속적인 지지를 재확인하고, 이러한 이전 합의들이 한반도의 완전한 비핵화 및 항구적 평화 정착에 필수적임을 강조하였다.
26. 양국 장관들은 북한의 핵 및 탄도미사일 프로그램에 우려를 표명했으며, 모든 국가가 유엔 안보리 결의를 충실히 이행하는 것이 중요하다는 점을 재확인하였다.
27. 양국 장관들은 유엔군사령부의 정전협정 및 남북 포괄적 군사 합의 관리가 한반도의 평화와 안정에 기여하였음에 주목하였다. 한국 외교·국방장관은 유엔군사령부에 대한 호주의 핵심적인 기여를 환영하였다.
지역 및 글로벌 협력
28. 성숙한 유사입장의 민주 국가로서 한국과 호주는 전략적 이해를 공유하는 자연적 동반자이다. 한국과 호주는 국가들이 공동의 이익을 위해 협력하고 국제법에 따라 분쟁을 평화적으로 해결하며, 주권이 존중되고, 상품, 사람 및 생각의 흐름이 번영과 안정을 촉진하는 지역을 만들어나가고자 한다.
29. 양국 장관들은 한국의 신남방정책과 호주의 인도태평양 전략간의 시너지를 확인하고 연례 고위급 대화 등을 통해 공동의 지역 비전을 실현하기 위한 긴밀한 소통을 지속키로 하였다.
30. 양국 장관들은 아세안 중심성, 아세안 주도 지역 구조 및 인도태평양 지역에 대한 아세안 전망에 대한 지지를 재확인하고, 2021년 2월 개최된 제1차 한-호주 아세안 정책대화에 이어, 보건, 인프라, 경제 회복, 해양 안보, 지역 연결성 및 메콩 물 관리 역량 강화 등에 대해 협력을 지속 강화해 나가기로 하였다. 양국 장관들은 양국이 한-호주 백신 포럼 등을 통해 동남아 내에서의 양국간 협력에 대해 긴밀히 소통해 왔음을 인식하였다. 양국 장관들은 동아시아 정상회의 공동성명 발표 등을 포함하여 동남아 국가 대상 지원 확대 방안을 구체화하기로 하였다.
31. 양국 장관들은 양국 각각의 미국과의 동맹 관계가 자국 국가안보에 기여하는 중요성을 인식하고, 이러한 관계가 더욱 폭넓은 지역의 안정 및 번영을 뒷받침하는 동맹 및 파트너십 네트워크의 일부라는 점을 인정하였다. 양국 장관들은 경제, 개발, 보건, 외교, 안보 및 여타 영역에 걸쳐 인도태평양 지역에 대한 미국의 심도 있는 장기적 공약을 지지한다는 점을 강조하였다.
32. 양국 장관들은 태평양 도서국들과 파트너십을 심화하고 태평양 지역의 경제 회복과 회복력을 뒷받침한다는 약속을 재확인하며, 역내 협력을 촉진하는 안정적이고 포용적인 태평양 구조의 필요성에 주목하였으며, 보건, 인프라, 재난 대응 및 해양 역량강화 등 분야에서 태평양 도서국과 협력한다는 의지를 재확인하였다.
33. 양국 장관들은 남중국해 상황에 대해 의견을 교환하고, 남중국해의 평화와 안정 유지의 중요성을 재확인하였다. 양국 장관들은 남중국해에서 항행 및 상공 비행의 자유 유지의 중요성을 강조하고 모든 분쟁이 유엔해양법협약을 포함한 국제법에 따라 평화적으로 해결되어야 한다는 점을 강조하였다. 양국 장관들은 남중국해 행동규칙이 국제법에 합치하고, 제3국의 권리와 이익을 침해하지 않으며, 기존의 포용적인 지역 구조를 강화해야한다는 점을 촉구하였다.
34. 양국 장관들은 아프가니스탄 내 정치, 안보, 인권 및 인도주의적 상황에 대한 깊은 우려를 표명하고, 아프가니스탄의 새로운 거버넌스 모델이 포용성과 대표성을 지니는 것이 중요함을 강조하였다. 아프가니스탄 당국은 외국인 및 비자 보유자를 포함하여 안전한 통행을 허용하고, 특히 여성 및 소녀, 소수자 및 인권 옹호가들의 인권을 보호하며, 테러리스트 또는 그들의 지원 네트워크의 피난처가 되어서는 안 된다.
35. 양국 장관들은 미얀마 내 상황에 대한 깊은 우려를 표하고 폭력의 즉각적인 중단 및 모든 당사자들의 최대한의 자제를 촉구하였다. 양국 장관들은 외국인을 포함하여 자의적으로 구금된 자들의 석방을 지속 촉구하기로 하였다. 양국 장관들은 에리완 유소프 브루나이 외교부 제2장관이 미얀마에 대한 아세안 특사로 임명된 것을 환영하고, 미얀마에서 민주주의, 평화 및 안정을 회복하려는 아세안 주도의 노력에 대한 지지를 강조하였다. 양국 장관들은 군부가 아세안의 5개 합의사항의 완전하고 효과적인 이행을 위해 아세안과 의미있게 관여할 것을 촉구하였다. 양국 장관들은 매우 심각한 코로나19 상황을 포함하여, 미얀마에서 인도주의적 위기가 고조되는 데에 대해서도 우려를 표명하였다.
36. 양국 장관들은, 2021년 G7 정상회의에서 채택된 열린 사회 성명에 대한 정상 차원의 지지를 환영하였으며, 동 성명은 열린 사회와 민주적 가치, 다자주의를 지지한다는 양국 공통의 협력을 재확인한다.
37. 양국 장관들은 보편적 인권 증진 및 보호를 위한 강력한 의지를 표명하였으며 인도태평양에서 인권을 증진 및 보호하기 위한 유엔과 여타 국제기구의 노력을 지지하기로 하였다. 양국 장관들은 또한 성평등과 여성의 경제적 권한 강화에 대한 공동의 약속을 확인하고, 예산 지원, 과학·기술·공학·수학(STEM) 분야에서의 여성 및 여성·평화·안보에 관한 각국의 접근법 및 교훈을 공유하기로 하였다.
38. 양국 장관들은 코로나19로 인한 경기 침체 대응에 있어 자유롭고 규범에 기반한 다자무역체제의 중요성을 강조하고, 팬데믹의 여파와 부정적인 보호무역주의 조치들의 증가에 대응함에 있어 글로벌 경제 회복력 강화가 중요하다고 강조하였다. 양국 장관들은 그러한 조치들이 규범에 기반한 국제무역체제를 훼손한다는 점을 인식하고 WTO, APEC, G20, OECD 등 다자 수준에서 긴밀한 협력을 지속하기로 하였다. 양국 장관들은 또한 2020년 11월 역내 포괄적 경제 동반자 협정(RCEP)의 서명을 환영하고, 동 협정의 이행을 통해 역내 경제 협력을 강화하기를 기대하였다.
39. 양국 장관들은 다자협력을 증진하고 강력하고 규범에 기반한 국제질서를 지지함에 있어, 다양성 있고 초지역적인 협의체인 MIKTA의 역할을 강조하고, 2021년 호주의 의장국 수임 하에 MIKTA 협력을 한층 더 강화해 나가기로 하였다.
