NSW주, 코로나백신접종 70% 달성시 ‘봉쇄 해제 출구 전략’ 발표
교회들 비대면 장기화로 온라인 등 다양화에 노력 / NSW주 10월중 개방 ‘위드코로나’ 정책으로 대면예배도 전망
NSW주 광역시드니 록다운이 9월 말까지 연장된 상태에서 연일 최다 발생을 경신하고 있다. 이런 가운데 NSW주 광역시드니에 위치한 교회들의 대면예배가 장기화되자 여러 시도들이 이뤄지고 있다. 시드니교역자협의회 (회장 전선호 목사)는 강화되는 규정가운데 Authorized worker에 정보를 시교협 회원들에게 알리기도 했다.
한편으로 수개월간 코로나19 방역 조치로 봉쇄됐던 호주 시드니가 백신접종률에 따라 오는 10월 중순경부터 개방될 예정이다.
NSW주 정부는 내달 중순경 시드니 인구 약 70%가 백신 접종을 완료할 것으로 보며 이후 ‘봉쇄 해제 출구 전략’을 9월 9일 발표했다. 발표에 따르면 내달 25일부터 시드니 내 학교들은 등교 수업을 개시한다. 카페와 식당 등은 개학일 이전에 모두 문을 열 수 있을 전망이다.
시드니가 연일 기록적 델타 변이 확진자수를 보유하고 있음에도 NSW주 당국이 최근 선진국 중심으로 일고 있는 ‘위드코로나’ 기조에 동참하기로 결단을 내린 것이다.
NSW주는 델타 변이 확산세로 지난 7월 16일 일일 확진자수 첫 100명대를 돌파한 이후 감염률은 수직 상승해 9월 9일 기준 1405명으로 집계됐다. 주 누적 확진자수는 3만9108명으로 호주 전체 수 6만8000여명의 절반을 넘는다.
글레이즈 베르지클리언 NSW주 총리는 이날 열린 브리핑에서 “성인 백신 접종률이 높아지면 우리는 조심하면서 단계적으로 도심을 재개방해 코로나19와 함께 살 수 있을 것 (live with COVID)”이라고 말했다.
그러면서 델타 변이 확산 초기에만 해도 ‘코로나 제로’ 전략을 목표로 도심 봉쇄 등 강력한 방역 조치를 시행해왔지만, 통제 불능 상태가 지속되자 이후 백신 접종률을 높이는 데 초점을 맞추기로 방침을 바꿨다고 밝혔다.
이날 기준 NSW주 16세 이상 인구 약 43%가 백신 접종을 완료했다. 1차 이상 접종률은 약 76%에 이른다. 영국 글로벌 데이터 단체 아워월드인데이터 (Our World in Data) 따르면 지난 7일 기준 호주 전체 접종 완료율은 31.5%, 1차 이상 접종률은 52.3%로 집계됐다.

◦짐이나 기타 실내 여흥 시설물도 1인당 4평방미터 공간 확보 조건 하에 영업재개. 단체 레슨은 최대 인원 20명까지 허용.
◦수영장 및 스포츠 시설물 재개장

◦스타디움, 경마장, 테마파크, 동물원: 손님 1인당 4평방미터 공간 확보 조건 하에 재개장…최대 수용인원 5000명 제한

◦실내 공연장: 영화관, 박물관, 미술관 등의 실내 공연장 및 전시장의 경우 1인당 4평방미터의 공간 혹은 최대 좌석 수의 75%까지 입장 허용

◦결혼식 하례객 최대 50명까지 허용. 가무 및 착석 조건 하의 식음료 허용

한편 백신 미접종자 가운데 16세 미만의 청소년의 경우 야외시설물 이용은 허용되나 실내 시설물 방문 시 동반 가족이 있어야 한다.
직원들의 재택 근무는 조건이 허락할 경우 최대한 권장된다. 아울러 확진자와 밀접 접촉 혹은 가벼운 접촉에 노출된 백신 접종 완료자에 대한 규정도 곧 완화될 방침이다.

한편 최근 14일 동안 지역 감염자가 발생하지 않은 NSW주의 일부 지방 마을들은 11일 0시 1분부터 봉쇄조치가 풀린다.
Stay-at-home orders for adults who have received both doses of the COVID-19 vaccine will be lifted from the Monday after NSW passes the 70 per cent double vaccination target, under the roadmap released today.
The roadmap is subject to further fine-tuning and health advice if circumstances change drastically or if cases within a designated area remain too high.
Only fully vaccinated people and those with medical exemptions will have access to the easing of restrictions allowed under the Reopening NSW roadmap. This will come into effect on the Monday after NSW hits the 70 per cent double dose target and include:
Gatherings in the home and public spaces:
• Up to five visitors will be allowed in a home where all adults are vaccinated (not including children 12 and under).
• Up to 20 people can gather in outdoor settings.
Venues including hospitality, retail stores and gyms:
• Hospitality venues can reopen subject to one person per 4sqm inside and one person per 2sqm outside, with standing while drinking permitted outside.
• Retail stores can reopen under the one person per 4sqm rule (unvaccinated people will continue to only be able to access critical retail).
• Personal services such as hairdressers and nail salons can open with one person per 4sqm, capped at five clients per premises.
• Gyms and indoor recreation facilities can open under the one person per 4sqm rule and can offer classes for up to 20 people.
• Sporting facilities including swimming pools can reopen.
Stadiums, theatres and major outdoor recreation facilities:
• Major recreation outdoor facilities including stadiums, racecourses, theme parks and zoos can reopen with one person per 4sqm, capped at 5,000 people.
• Up to 500 people can attend ticketed and seated outdoor events.
• Indoor entertainment and information facilities including cinemas, theatres, music halls, museums and galleries can reopen with one person per 4sqm or 75 per cent fixed seated capacity.
Weddings, funerals and places of worship:
• Up to 50 guests can attend weddings, with dancing permitted and eating and drinking only while seated.
• Up to 50 guests can attend funerals, with eating and drinking while seated.
• Churches and places of worship to open subject to one person per 4sqm rule, with no singing.
Travel:
• Domestic travel, including trips to regional NSW, will be permitted. • Caravan parks and camping grounds can open.
• Carpooling will be permitted.
Non-vaccinated young people aged under 16 will be able to access all outdoor settings but will only be able to visit indoor venues with members of their household. Employers must continue to allow employees to work from home if the employee is able to do so. There will be revised guidance on isolation for close and casual contacts who are fully vaccinated, with details to be provided closer to the reopening date.
Masks:
• Masks will remain mandatory for all indoor public venues, including public transport, front-of-house hospitality, retail and business premises, on planes and at airports.
• Only hospitality staff will be required to wear a mask when outdoors.
• Children aged under 12 will not need to wear a mask indoors.
