1960년 2월 27일 영국에서 태어났다.
영국인으로 런던 정경대를 졸업하고 미국 예일대에서 박사학위를 받았다.
하버드 정치학과 교수를 거쳐 현재 시카고대 해리스 공공정책대학원 정치학 교수다.
정치경제와 비교정치, 정치 · 경제 발전론을 전공하며 라틴 아메리카와 아프리카 각국 정치 · 경제 체제와 역사를 깊이 연구한다.
2017년 세계은행의 세계개발보고서 (World Development Report on Governance)의 학술자문위원을 역임했다.
『독재와 민주주의의 경제적 기원 (Economic Origins of Dictatorship and Democracy)』, 『경제발전과 엘리트의 역할 (The Role of Elites in Economic Development)』 등 여러 권의 저서를 냈다.
2024년 노벨경제학상 수상자로 선정되었다.
