시어도어 윌리엄 슐츠 (Theodore Willam Schultz, 1902년 4월 30일 ~ 1998년 2월 26일)는 미국의 농업경제학자이다. 교육의 경제학, 특히 교육투자론을 주창하였다. 교육자본에 그 수익률을 곱함으로써 경제발전에 대한 교육의 기여율을 계산하는 ‘슐츠방식’으로 유명하다.
시어도어 슐츠는 1979년 경제발전 관련 특히 개발도상국 문제의 고찰을 통한 경제발전론에서의 선구자적 연구를 통해 노벨 경제학상을 수여했다.
- 교육은 투자
교육은 전통적으로 소비로 여겨져 왔다. 아이를 가르치는 데 들이는 비용은 유용한 재화나 용역을 생산하는 활동이 아니라는 것이다. 국부론을 쓴 애덤 스미스는 생산활동의 요소로 노동을 들어 인적자본의 개념을 잉태시켰지만 경제학자들은 인간을 자본으로 다루는 것은 불가능하다고 봤다.
미국의 경제학자 시어도어 슐츠는 1950년대 중반 이 같은 인식에 의문을 제기했다. 그는 교육을 통해 높아진 인적자본의 질이 경제성장의 중요한 요인이라고 보고 교육비를 자본으로 간주했다. 교육비는 자본을 늘리는 투자이기 때문에 교육투자라는 말이 생기고, 그 효율성을 따지려는 다양한 시도가 이뤄졌다.
