로버트 앨런 달 (Robert Alan Dahl, 1915년 12월 17일 ~ 2014년 2월 5일)은 미국의 정치학자이자 예일 대학교 명예교수이며 스털링 교수를 역임했다. 1940년 예일 대학교에서 정치학 박사 학위를 받았다. 그는 미국정치학회 전 회장이며 Manuscript Society명예회원이다. 1998년에는 하버드 대학교에서 명예법학박사 학위를 받았다. 그는 민주주의 관련 이론에 중요한 기여를 하였다.

1946년 예일 대학교 정치학과 교수로 시작하여 미국 정치학회장 등을 거쳤으며, 86년 은퇴 뒤에도 예일대 스털링 명예교수로 활동을 하여 정치학 연구에 헌신하였다. ‘정치적 평등에 관하여’ (On political equality)는 2006년, 90세에 출간되었다. 달은 만 98세까지 살았다.

개념어에 머물렀던 민주주의를 체계적으로 연구한 정치학자이다. 그는 정치학에서 통용할 수 있는 민주주의 개념을 정립하기 위해 민주주의를 제도의 측면에서 정의하였다. 이를 ‘최소정의적 (minimalist) 민주주의’ 개념이라고 한다.
민주주의를 언급할 때 떠오르는 몇가지 특징들 (주기적 선거, 보통선거권과 피선거권, 표현의 자유, 결사의 자유, 언론의 자유 등)은 달의 정의에 기반한 바가 크다.
또한 민주주의를 제도의 측면에서 이해하는데 그치지 않고, 평범한 사람들이 행복할 수 있는 민주주의의 구현을 위해 권력의 편재성 (Who Governs?), 자본주의와 민주주의의 상관관계 (경제 민주주의), 헌정주의 (미국 헌법과 민주주의 : How Democratic Is the American Constitution?) 등의 분야에서 업적을 남겼다.

달 (1915 ~ 2014)은 미국의 정치학자이며 교육가였으며, 정치적 다원주의에 관한 선도적 이론가였다. 달은 정치에서 협회, 집단 및 단체들의 역할의 중요성을 강조했다.
달은 워싱톤 대학 (the University of Wasington)을 1936년에 졸업하고, 1940년에 예일대학 (Yale University)에서 박사학위를 받았다.

제2차 세계대전 기간 중 미 육군 (the U. S. Army)에서 근무하였으며, 뛰어난 근무로 청동 星章(the Bronze Star with cluster)을 수상 한 바 있다. 달은 전쟁이 끝난 후 예일 대학으로 돌아와 1986년까지 가르쳤다. 그는 연이어서 정치학과의 스털링 특별 명예 교수 (Sterling Professor Emeritus of Political Science)가 되었다. 그리고 그는 미국정치학회 회장 (president of the American Political Science Association, 1966-67)을 역임하였다.
