Craig Laundy 국회의원, Reid선거구: 저는 외무부 장관님께 질문을 드리고자 합니다. 장관님께서는 어제 북조선민주주의 인민공화국이 자행했던 미사일 실험과 관련한 연방정부의 공식 입장을 국회에 보고해 주셨으면 합니다. 이 실험에 대해 호주연방정부는 어떠한 대응 방안을 준비하고 있습니까?

이 문제에 대해 얼마나 심각하게 받아들이는지, 더 나아가 선거구 안의 한인 사회가 이 문제를 얼마나 심각하게 바라보는지에 대해 잘 이해하고 있습니다.
호주연방정부는 어제 벌어졌었던 북한 정권의 장거리 미사일 실험에 대해 무조건적으로 규탄하고 비난하는 바입니다. 이는 지난 수십 년에 걸쳐 결의되었던 UN 안전보장이사회 결의안들을 전체적으로 위반하는 행위입니다. 이러한 행보는 동북아시아 지역 안보뿐만 아니라 전 세계의 평화와 안보에게도 큰 위협이며, 이는 정치 경제 사회를 불안정하게 만드는 도발적이고도 위험한 행위입니다.
UN안전보장이사회에서는 최근 북한 정권의 도발적인 행위를 심각하게 규탄하였고, 이를 “세계 평화와 안보에 반하는 분명한 위협”으로 규정지었으며, 현재 북한 정권에 대한 추가적인 중대 대책을 논의하는 중에 있습니다.
불안하게도 현재 북한 정권은 국제사회의 요구에 대해 반항하고 기만하는 태도와 행동으로 일관하고 있으며, 절대적으로 필요 자원이 결핍된 상황에서도 군국주의체제 유지와 핵 탄도 미사일 개발에 열을 올리고 있습니다. 이는 극도로 도발적인 행동으로서 이로 인해 한반도의 긴장상태는 악화되어 심각한 위기를 맞이하는 상황입니다. 또한 정권이 이와 같은 도발에 열을 올리고 있는 동안 북한 주민들 역시 심각한 고통을 겪고 있습니다. 현재 북한 주민의 1/3이상이 절대적인 식량 부족에 처해있고 자라나야 할 어린 아이들이 심각한 기아상태에 처해 있으며, 많은 수의 아이들이 기아에 허덕이는 것에 모자라 영양 결핍으로 성장기를 거쳐 북한 주민 전체의 신체 평균이 줄어들었다는 사실 또한 지나칠 수 없는 심각한 문제로 받아들여집니다.
호주연방정부는 UN안전보장이사회의 북한 정권에 대한 모든 제재를 받아들여 성실히 이행하고 있으며, 앞으로도 북한 정권이 탄도 미사일 개발과 핵무기 실험을 멈출 때까지 UN안전보장이사회에 더 강력하고 효과적인 제재 방안을 건의하며 이를 성실히 이행해 나갈 것입니다.
최근 북한 정권이 핵실험을 자행한 것과도 관련하여 연방 정부 외무부 차원에서 북한 정권과 관련된 개개인과 단체 및 당국 기관에 대해 추가적인 제재를 가할 것을 논의하고 있습니다. 또한 호주연방정부는 북한 정권이 지속적으로 동북아시아의 평화와 안보뿐만 아니라 전 세계의 평화와 안보를 위협하는 행위를 하는 한 앞으로도 지속적인 강력한 제재로 권고하며 적절한 조치를 취해 나갈 것입니다. 북한 정권이 자행하는 국제 사회를 위협하는 이러한 행위들은 반드시 중단되어야 합니다.
| 이슈: North Korea Missile Test
Question to Foreign Minister Julie Bishop on North Korea Missile Test – 8 Feb 2016 CRAIG LAUNDY MP: My question is to the Minister for Foreign Affairs. Will the minister update the House on the government’s response to yesterday’s missile test by the Democratic People’s Republic of Korea? What is the government doing in response to this test? JULIE BISHOP, FOREIGN MINISTER: I thank the member for Reid for his question. I know how concerned he is and how concerned he is for the interests of the Korean community in his electorate. The Australian government unreservedly condemns the launch yesterday by North Korea of a long-range ballistic missile. This is in gross violation of numerous UN Security Council resolutions that have been formulated over decades. This is a threat to not only our region but also global peace and security. It is destabilising, it is provocative and it is dangerous behaviour. The UN Security Council has condemned this latest act of provocation by the North Korean regime. Indeed, the UN Security Council has stated it is a clear threat to international peace and security and has begun considering additional significant measures against the North Korean regime. Disturbingly, the North Korean regime continues to act in defiance of the international community and is focusing its very scarce resources on militarisation and the development of nuclear and ballistic missiles and weapons. Now, this is grossly provocative behaviour. It is aggravating tensions on the Korean peninsula. And they are doing this at a time when the people of North Korea are suffering. It is estimated that about a third of the population is without enough food. That is leading to widespread malnutrition amongst the children, and it is estimated that a significant number of the children are suffering not only from malnutrition but from stunted growth as a result. The Australian government have implemented all of the sanctions that the UN Security Council have imposed against the North Korean regime, and we will continue to urge the Security Council to take tougher measures against the North Korean regime until it ceases its development and use of ballistic missile technology and testing of nuclear weapons—because, of course, only recently, North Korea tested another nuclear weapon. I am considering additional designations against North Korean individuals and organisations who have been supporting this destabilising and provocative behaviour, and the Australian government will continue to urge greater action against North Korea while ever it persists in this conduct that threatens not only regional peace and security but global peace and security. This regime must be stopped from this behaviour. |
