Changing of the Guards
Some time ago I wrote a blog about Bob Dylan’s song, ‘Changing of the Guards’. It is one of his most enigmatic songs. It has a strong driving beat, uses female backing singers and images that defy clear explanation. It was on his Street Legal album of 1978. The key I think is the title, “Changing of the Guards”. The images are like a dream sequence in which one scene gives way to another without clear logic. What matters is the overall impression given. The song concludes with the conviction that peace will come but we need to avoid false idols. So how are we doing over 40 years later? Is society making any progress? Have the guards changed and if so for the better?
The answer to those questions is not surprisingly ambiguous as I interpret the past forty or so years. We have seen the changing of the guards but not necessarily for the better. In 1989 communism collapsed and the Berlin wall came down. Germany has been reunited and that has been a desirable development. Berlin is no longer a divided city. Germany is now the most important nation in Europe and while there continue to be some neo-Nazis in Europe and even Australia, Germany is often at the forefront of issues such as the environment. Germany has had a worthy leader in Angela Merkel who served as Chancellor from 2005-2021.
Communism ended and the Soviet Union was dissolved but Russia has unfortunately become something of a rogue state. The war in Ukraine was initiated to gain land but has turned into a terrible drawn-out war that threatens to escalate. Vladimir Putin has served continuously as Russian Prime Minister or President since 1999. He is strongly anti-West and is a domineering leader. No longer an atheistic communist, he unfortunately has the strong support of Patriarch Kirill of the Russian Orthodox Church.
Meanwhile communism has continued in China which has become the most powerful nation after the USA. It has become an economic force and increasingly seeks to gain influence elsewhere. Xi Jinping has been President of the Peoples Republic of China since 2013 and has become the most significant leader since Mao Zedong. Australia has China as its most important trading partner yet has also joined the USA and others in alliances fearing Chinese expansion.
When apartheid was dismantled and Nelson Mandela was elected as President of South Africa a new day dawned. His term of office as President from 1994-1999 was very significant which included having a Truth and Reconciliation Commission led by Archbishop Desmond Tutu. Unfortunately, the Presidents that followed Mandela have not had his quality, integrity and vision for unity. Speaking with people I know who were originally from South Africa but now gladly living in Australia, on returning for a visit found that things are not going so well.
In the Philippines Ferdinand Marcos despotically ruled and was a kleptocrat from 1965 to 1986 until deposed. The world hailed the change of leadership but again subsequent leaders have been of dubious quality such as Rodrigo Duterte and now there is Bongbong Marcos, son of Ferdinand Marcos elected convincingly in 2022.
The United States of America is the most powerful nation economically and especially militarily. With the collapse of the Soviet Union in 1989, it alone became the superpower until the rise of China. It has not exercised its leadership well despite often claiming to be on the side of human rights, democracy and freedom. It has not learned from its mistaken war with Vietnam that interfering in other nations’ affairs is not appreciated. It initiated mistaken wars with Iraq and Afghanistan and has been involved in many other subversive military actions that have not gained attention. It desires to be influential in all parts of the world and has military bases in very many places including Australia which is an all too willing ally. With the emergence of Donald Trump American democracy has been shown to have many flaws.
The United Kingdom is no longer the power it once was when the British Empire was functioning. It continues to view itself as more important than it really is. The UK, like Australia, has willingly joined in wars initiated by the USA and in alliances, the most recent being AUKUS linking the UK and Australia to the US military. In my view this is a foolish, dangerous and expensive development. The UK has its own issues internally – politically, socially and economically.
What do I take from all this. Jesus’ parable of the weeds and wheat (Matthew 13:24-30) is pertinent. In the parable the weeds and the wheat grow up together. When the servants suggest that the weeds be removed, the owner surprisingly says to leave them saying, “Let both of them grow together until the harvest, and at harvest time I will tell the reapers, Collect the weeds first and bind them in bundles to be burned, but gather the wheat into my barn.”
History is an ambiguous mixture of good and evil, positive and negative developments. It would seem that this will continue till the end of time. Only at the last judgment will God make the separation. Meanwhile on earth we can seek to be on the side of the good and positive but it is an ongoing task. Every generation has its challenges. It concerns me that the major issue of climate change is not being tackled sufficiently. We continue to spend vast sums on the military rather than on what would make life better for people and the planet. We need leaders with integrity, vision and a willingness to take appropriate action rather than be influenced by vested interests. All of us can seek to live responsibly and to use our sphere of influence. As a Christian, I pray and hope that we can respond appropriately, that we do not continue to follow the false idols of consumerism and militarism but move into a peaceful future.

내가 지난 40여년을 해석해 보면 그 질문에 대한 대답은 놀랄 만큼 모호하지 않습니다. 우리는 경비원이 바뀌는 것을 보았지만 반드시 더 나은 것은 아닙니다. 1989년 공산주의가 무너지고 베를린 장벽이 무너졌습니다. 독일은 통일되었고 이는 바람직한 발전이었습니다. 베를린은 더 이상 분열된 도시가 아닙니다. 독일은 이제 유럽에서 가장 중요한 국가이며 유럽과 심지어 호주에도 일부 네오나치가 계속 존재하지만 독일은 환경과 같은 문제의 최전선에 있는 경우가 많습니다. 독일에는 2005년부터 2021년까지 총리를 역임한 앙겔라 메르켈이라는 훌륭한 지도자가 있습니다.
공산주의가 무너지고 소련이 해체됐지만 러시아는 불행하게도 불량국가가 됐습니다. 우크라이나 전쟁은 토지를 확보하기 위해 시작되었지만 점점 확대될 위험이 있는 끔찍한 장기전으로 변했습니다. 블라디미르 푸틴은 1999년부터 계속해서 러시아 총리 또는 대통령을 역임하고 있습니다. 그는 강력한 반서방 성향을 갖고 있으며 지배적인 지도자입니다. 더 이상 무신론적 공산주의자가 아닌 그는 불행하게도 러시아 정교회 키릴 총대주교의 강력한 지지를 받고 있습니다.
그 사이 미국 다음으로 강대국이 된 중국에서는 공산주의가 지속됐습니다. 그것은 경제적 힘이 되었고 점점 더 다른 곳에서 영향력을 얻으려고 노력하고 있습니다. 시진핑은 2013년부터 중화인민공화국 주석을 맡아 마오쩌둥 이후 가장 중요한 지도자가 됐습니다. 호주는 중국을 가장 중요한 무역 파트너로 삼고 있지만 중국의 팽창을 두려워하는 미국과 다른 국가들과도 동맹을 맺었습니다.

필리핀에서는 페르디난드 마르코스가 독재적으로 통치했으며 1965년부터 1986년까지 해임될 때까지 도벽이었습니다. 세계는 리더십의 변화를 환영했지만 로드리고 두테르테 (Rodrigo Duterte)와 같은 후속 지도자들의 자질이 의심스러웠으며 현재는 페르디난드 마르코스의 아들 봉봉 마르코스가 2022년에 당선되었습니다.
미국은 경제적, 특히 군사적으로 가장 강력한 국가입니다. 1989년 소련이 붕괴되면서 중국이 부상할 때까지 홀로 초강대국이 됐습니다. 인권, 민주주의, 자유의 편을 든다고 자주 주장하면서도 리더십을 제대로 발휘하지 못하고 있습니다. 베트남과의 잘못된 전쟁에서 다른 나라의 일에 간섭하는 것은 인정되지 않는다는 사실을 배우지 못했습니다. 그것은 이라크와 아프가니스탄과의 잘못된 전쟁을 시작했으며 주목을 받지 못한 많은 파괴적인 군사 행동에 연루되었습니다. 그것은 세계의 모든 지역에서 영향력을 갖기를 원하며 기꺼이 동맹국인 호주를 포함하여 매우 많은 곳에 군사 기지를 가지고 있습니다. 도널드 트럼프의 등장으로 미국 민주주의는 많은 결함을 안고 있는 것으로 드러났습니다.

역사는 선과 악, 긍정적인 발전과 부정적인 발전이 모호하게 혼합되어 있습니다. 이 일은 세상이 끝날 때까지 계속될 것 같습니다. 오직 마지막 심판에서만 하나님께서 분리를 이루실 것입니다. 동시에 지구상에서 우리는 선하고 긍정적인 편에 서려고 노력할 수 있지만 그것은 계속되는 과제입니다. 모든 세대에는 어려움이 있습니다. 기후변화라는 주요 문제가 충분히 해결되지 않고 있다는 점이 우려스럽습니다. 우리는 사람과 지구의 삶을 더 좋게 만드는 것보다는 군대에 계속 막대한 돈을 지출하고 있습니다. 우리에게는 기득권의 영향을 받기보다는 진실성과 비전, 적절한 조치를 취하려는 의지를 갖춘 리더가 필요합니다. 우리 모두는 책임감 있게 생활하고 자신의 영향력을 활용하기 위해 노력할 수 있습니다. 그리스도인으로서 저는 우리가 적절하게 대응할 수 있기를, 소비주의와 군국주의라는 거짓 우상을 계속 따르지 않고 평화로운 미래로 나아갈 수 있기를 기도하고 희망합니다.
