1955년 7월 9일은 핵무기 전쟁에 의한 인류파멸의 위기를 경고한 ‘러셀-아인슈타인 선언’ (Russell–Einstein Manifesto)이 발표된 날로 올해는 선언 65주년이다.
‘러셀-아인슈타인 선언’ (Russell–Einstein Manifesto)이란 미국·소련 양국간 수소폭탄 경쟁이 심화되던 1955년 영국의 철학자 버트런드 러셀과 미국의 물리학자 알베르트 아인슈타인이 중심이 되어 핵무기 폐기와 과학 기술의 평화적 이용을 호소한 선언문이다. 서명인 11명 가운데 레오폴트 인펠트를 제외한 10명이 노벨상을 수상하였다.
선언에 서명한 사람들은 알베르트 아인슈타인, 버트런드 러셀, 막스 보른, 퍼시 브리지먼, 레오폴트 인펠트, 프레데리크 졸리오퀴리, 허먼 조지프 멀러, 라이너스 폴링, 세실 파월, 조지프 로트블랫, 유카와 히데키이다.
또한 이 선언의 영향을 받아 1957년부터 퍼그워시 회의가 개최된다.

우리는 인류가 비극적 상황 속에 처해 있다고 판단하면서, 과학자들이 회의를 개최하여 대량 파괴 무기가 발달한 결과 야기되고 있는 위태로운 상황을 평가하고, 첨부된 초안에 담긴 정신에 입각하여 해결 방안을 모색해야 한다고 생각한다.
우리는 이러저러한 국가나 대륙이나 이념에 얽매이는 구성원이 아니라, 미래의 존립성마저도 위협받고 있는 인류라는 생물 종에 속하는 구성원으로서 이 사안에 대해 언급하고 있다. 세계는 온통 분쟁에 휩싸여 있다. 또한 규모가 작은 모든 분쟁들은 공산주의와 반공주의 사이에 벌어지고 있는 매우 첨예한 투쟁의 그림자 속에 가려져 있다.
정치의식을 지닌 사람이라면 거의 모두 이러한 문제들 중에서 적어도 한 가지 문제에 대해 확고한 견해를 지니고 있기 마련이다. 하지만 우리는 여러분이 가능한 한 그런 입장에서 잠시 벗어나서, 찬란한 역사를 이루어 왔으며 우리들 중 아무도 멸종되길 바라지 않는 인류 구성원의 입장에서만 각자 스스로 되돌아보기를 원한다.
우리는 특정한 집단에 호소하는 자세를 취하지 않겠다. 모두가 너 나 할 것 없이 위험에 처해 있는 경우, 그 위험을 자각하기만 해도 위험을 피할 수 있는 희망이 존재한다.
우리는 새로운 방식으로 사고하는 법을 배워야 한다. 설사 우리가 특정 집단을 선호한다고 해도, 그 집단이 무력 수단을 이용하여 승리할 수 있도록 어떤 조치를 취해서는 안 된다.
왜냐하면 이제는 더 이상 그러한 조치가 존재하지 않기 때문이다. 우리는 스스로 이렇게 자문해야 한다. 즉, 모든 당사자에게 필연적으로 재앙을 가져다주는 무력 투쟁을 방지하려면 어떤 조치를 취할 수 있는가?
일반 대중과 심지어는 권위를 인정받고 있는 수많은 사람들조차 핵폭탄을 사용한 전쟁으로 인해 초래할 실상을 미처 자각하지 못했다. 아직까지도 일반 대중은 도시가 완전히 파괴되는 정도로 인식한다. 새로운 폭탄이 과거의 폭탄보다 위력이 훨씬 강력하다. 즉 원자폭탄 한 발로 히로시마를 완전히 파괴할 수 있었던 반면에, 이제 수소폭탄 한 발로 런던이나 뉴욕이나 모스크바와 같이 규모가 훨씬 큰 도시들을 완전히 파괴시킬 수 있다.
수소폭탄을 사용하는 전쟁이 발발할 경우, 틀림없이 대도시는 완전히 파괴되고 말 것이다. 그러나 이러한 사태는 우리가 겪게 되는 자그마한 재앙들 중 일부에 불과하다. 가령 런던과 뉴욕과 모스크바에 살고 있는 시민들이 모두 다 몰살당했다고 해도, 세계는 수세기가 지나는 동안에 그 타격으로부터 회복될 수도 있다. 하지만, 이제 우리는 특히 비키니 실험 이후로 상상을 초월할 정도로 훨씬 넓은 지역에 걸쳐 파괴력을 발휘할 수 있는 핵폭탄이 점차 개발되고 있다는 사실을 알고 있다.
매우 믿을 만한 권위자의 견해에 따르면, 이제는 히로시마를 파괴했던 핵폭탄의 이천오백 배나 될 정도로 강력한 핵폭탄을 제조할 수 있다고 한다. 그러한 폭탄 한 발이 지상 근처나 수중에서 폭발할 경우에 방사능 입자가 상층대기로 보내진다. 그러한 입자는 치명적인 먼지나 강우의 형태로 서서히 낙하하여 지구의 표면에 도달한다. 일본의 어부들과 그들이 잡은 어류를 오염시켰던 주범이 바로 이 먼지였다. 그처럼 치명적인 방사능 입자가 퍼져 나가는 범위에 대해 아무도 알지 못한다.
하지만 가장 권위 있는 사람들 모두가 만장일치로 공감하는 견해에 따르면, 수소폭탄을 사용하는 전쟁이 한 차례만 일어나더라도 인류가 종말을 맞이할 가능성이 높다고 한다. 만일 여러 개의 수소폭탄이 사용될 경우, 그 순간에 곧바로 죽는 사람은 많지 않겠지만, 대부분의 사람들은 질병으로 인해 서서히 고통을 겪으면서 몸이 망가져 가다가 결국에는 인류 전체가 죽음으로 치닫게 될 것이라는 우려가 있다.
군사 전략적 차원에서 저명한 과학자와 권위자들로부터 수많은 경고가 있었다. 그들 중에서 아무도 최악의 사태가 틀림없이 예상된다고 밝히지 않을 것이다. 그러한 결과가 일어날 수 있고, 그러한 결과가 실제 일어나지 않을 것이라고 아무도 단언할 수 없다고 그들은 말할 따름이다. 우리는 아직까지 이 문제에 관한 전문가의 견해가 조금이라도 그들의 정치적 입장이나 편견에 좌우되었다는 조짐을 발견하지 못했다. 그들의 견해는 오로지 특정한 전문가의 지식수준에 의존하고 있을 따름이라는 사실이 우리의 조사 과정을 통해 밝혀졌다. 우리는 가장 잘 아는 사람이 가장 비관적인 전망을 내놓는다는 사실을 알았다.
이제 우리는 여러분에게 적나라하고도 무시무시하고도 피할 수 없는 문제를 제시하겠다. 우리는 인류의 종말을 초래할 것인가? 그렇지 않으면 인류는 전쟁을 포기할 것인가? 사람들은 전쟁을 포기하기 어렵기 때문에 이 양자택일의 문제와 마주치지 않을 것이다.
전쟁을 포기할 경우, 국가의 주권은 어쩔 수 없이 제한될 것이다. 하지만, ‘인류’라는 말이 애매모호하고 추상적으로 느껴지기 때문에 무엇보다도 상황 인식을 가로막는다. 어렴풋한 개념으로 다가오는 ‘인류’에게 위험이 닥쳐 있는 것이 아니라, 바로 자기 자신이나 자식들이나 후손들에게 위험이 닥쳐 있다는 사실을 거의 모든 사람들이 절실하게 느끼지 못한다. 그들 각자와 그들이 사랑하는 사람들이 고통스럽게 사라져 가는 절박한 위험 상태에 빠질 수도 있다는 사실을 거의 모든 사람들이 자각하지 못하고 있다. 따라서 현대식 무기의 사용이 금지된다면, 전쟁이 계속되어도 괜찮다고 생각한다.
이러한 희망은 환상이다. 수소폭탄을 사용하지 말자고 평화시에 어떤 협정을 맺었다고 해도, 전쟁이 발발했을 경우에 그러한 협약은 더 이상 구속력을 상실했다고 판단하면서, 전쟁이 일어나자마자 쌍방은 수소폭탄을 제조하는 일에 착수할 것이다. 그 이유는 어느 한쪽이 그 폭탄을 제조하고 상대방이 그렇지 않을 경우, 그 폭탄을 제조한 쪽이 틀림없이 승리할 것이기 때문이다.
전면적 군비 축소의 일환으로서 핵무기를 폐기하는 협약이 궁극적 해결책은 아니지만, 그것은 다소간 중요한 목적에 기여할 것이다.
첫째로 긴장 완화를 지향하는 한, 동서 진영 사이에 맺어지는 모든 협약은 유익하다.
둘째로 양쪽 진영 모두가 상대방이 협약을 성실하게 이행하고 있다고 믿을 경우, 핵무기를 폐기함으로써 진주만이 기습적으로 공격을 당했던 경험처럼 기습 공격에 대한 두려움이 줄어들게 될 것이다.
현재 양쪽 진영은 기습 공격에 대한 두려움 때문에 첨예한 긴장 상태에 빠져 있다. 따라서 우리는 비록 첫걸음에 불과하지만 그러한 협약을 기꺼이 받아들여야 한다.
우리 대다수는 중립적인 입장에 서 있지 않지만, 우리는 인류 구성원으로서 다음과 같은 사실을 명심해야 한다.
즉, 만약 동서 진영의 문제가 공산주의자든 반공주의자든, 또한 아시아인이든 유럽인이든 미국인이든, 또한 백인이든 흑인이든 가리지 않고 누구에게나 최대한 만족을 주는 방식으로 해결될 수 있도록 최선의 노력을 기울인다면, 이러한 문제는 평화적으로 해결될 것이다. 우리는 동서 진영 모두가 이 점을 이해하길 진심으로 바란다.
우리가 어떤 선택을 하느냐에 따라, 행복과 지식과 지혜가 지속적으로 진보하느냐 퇴보하느냐가 결정된다. 과연 우리는 싸움을 그만둘 수 없다고 해서 그 대신 죽음을 선택해야 하는가? 우리는 인류 구성원으로서 인류에게 다음과 같이 호소한다.
여러분의 인간다움을 상기하라. 그런 다음에 나머지는 모두 잊어버려라. 만약 그렇게 할 수 있다면, 새로운 낙원으로 향하는 전망이 열릴 것이다. 만약 그렇게 할 수 없다면, 인류 전체가 멸종당할 위험이 여러분 앞에 다가오게 될 것이다.
선언 : 우리는 세계의 과학자와 일반 대중이 이 회의에 참석하여 다음과 같은 결의문에 서명할 것을 제안한다.
‘향후에 세계 대전이 일어날 경우, 핵무기가 틀림없이 사용될 것이고, 그러한 무기가 인류의 지속적인 생존을 위협하고 있다는 사실을 감안하여, 세계의 모든 정부는 자국의 목적을 실현하는 수단으로서 세계 대전을 일으켜서는 안 된다는 점을 자각하고 공식적으로 인정할 것을 촉구한다. 따라서 우리는 국가들 사이에 발생하는 모든 분쟁 문제의 해결 방안으로서 평화적 방법을 강구할 것을 촉구한다.’

The Russell-Einstein Manifesto [원문 전문]
Issued in London, 9 July 1955
In the tragic situation which confronts humanity, we feel that scientists should assemble in conference to appraise the perils that have arisen as a result of the development of weapons of mass destruction, and to discuss a resolution in the spirit of the appended draft.
We are speaking on this occasion, not as members of this or that nation, continent, or creed, but as human beings, members of the species Man, whose continued existence is in doubt. The world is full of conflicts; and, overshadowing all minor conflicts, the titanic struggle between Communism and anti- Communism.
Almost everybody who is politically conscious has strong feelings about one or more of these issues; but we want you, if you can, to set aside such feelings and consider yourselves only as members of a biological species which has had a remarkable history, and whose disappearance none of us can desire.
We shall try to say no single word which should appeal to one group rather than to another. All, equally, are in peril, and, if the peril is understood, there is hope that they may collectively avert it.
We have to learn to think in a new way. We have to learn to ask ourselves, not what steps can be taken to give military victory to whatever group we prefer, for there no longer are such steps; the question we have to ask ourselves is: what steps can be taken to prevent a military contest of which the issue must be disastrous to all parties?
The general public, and even many men in positions of authority, have not realized what would be involved in a war with nuclear bombs. The general public still thinks in terms of the obliteration of cities. It is understood that the new bombs are more powerful than the old, and that, while one A-bomb could obliterate Hiroshima, one H-bomb could obliterate the largest cities, such as London, New York, and Moscow.
No doubt in an H-bomb war great cities would be obliterated. But this is one of the minor disasters that would have to be faced. If everybody in London, New York, and Moscow were exterminated, the world might, in the course of a few centuries, recover from the blow. But we now know, especially since the Bikini test, that nuclear bombs can gradually spread destruction over a very much wider area than had been supposed.
It is stated on very good authority that a bomb can now be manufactured which will be 2,500 times as powerful as that which destroyed Hiroshima. Such a bomb, if exploded near the ground or under water, sends radio-active particles into the upper air. They sink gradually and reach the surface of the earth in the form of a deadly dust or rain. It was this dust which infected the Japanese fishermen and their catch of fish.
No one knows how widely such lethal radioactive particles might be diffused, but the best authorities are unanimous in saying that a war with H-bombs might possibly put an end to the human race. It is feared that if many H-bombs are used there will be universal death, sudden only for a minority, but for the majority a slow torture of disease and disintegration.
Many warnings have been uttered by eminent men of science and by authorities in military strategy. None of them will say that the worst results are certain. What they do say is that these results are possible, and no one can be sure that they will not be realized. We have not yet found that the views of experts on this question depend in any degree upon their politics or prejudices. They depend only, so far as our researches have revealed, upon the extent of the particular expert’s knowledge. We have found that the men who know most are the most gloomy.
Here, then, is the problem which we present to you, stark and dreadful and inescapable: Shall we put an end to the human race; or shall mankind renounce war? People will not face this alternative because it is so difficult to abolish war.
The abolition of war will demand distasteful limitations of national sovereignty. But what perhaps impedes understanding of the situation more than anything else is that the term “mankind” feels vague and abstract. People scarcely realize in imagination that the danger is to themselves and their children and their grandchildren, and not only to a dimly apprehended humanity. They can scarcely bring themselves to grasp that they, individually, and those whom they love are in imminent danger of perishing agonizingly. And so they hope that perhaps war may be allowed to continue provided modern weapons are prohibited.
This hope is illusory. Whatever agreements not to use H-bombs had been reached in time of peace, they would no longer be considered binding in time of war, and both sides would set to work to manufacture H-bombs as soon as war broke out, for, if one side manufactured the bombs and the other did not, the side that manufactured them would inevitably be victorious.
Although an agreement to renounce nuclear weapons as part of a general reduction of armaments would not afford an ultimate solution, it would serve certain important purposes. First: any agreement between East and West is to the good in so far as it tends to diminish tension. Second: the abolition of thermo-nuclear weapons, if each side believed that the other had carried it out sincerely, would lessen the fear of a sudden attack in the style of Pearl Harbour, which at present keeps both sides in a state of nervous apprehension. We should, therefore, welcome such an agreement though only as a first step. Most of us are not neutral in feeling, but, as human beings, we have to remember that, if the issues between East and West are to be decided in any manner that can give any possible satisfaction to anybody, whether Communist or anti-Communist, whether Asian or European or American, whether White or Black, then these issues must not be decided by war. We should wish this to be understood, both in the East andin the West. There lies before us, if we choose, continual progress in happiness, knowledge, and wisdom. Shall we, instead, choose death, because we cannot forget our quarrels? We appeal, as human beings, to human beings: Remember your humanity, and forget the rest. If you can do so, the way lies open to a new Paradise; if you cannot, there lies before you the risk of universal death.
Resolution
We invite this Congress, and through it the scientists of the world and the general public, to subscribe to the following resolution:
“In view of the fact that in any future world war nuclear weapons will certainly be employed, and that such weapons threaten the continued existence of mankind, we urge the Governments of the world to realize, and to acknowledge publicly, that their purpose cannot be furthered by a world war, and we urge them, consequently, to find peaceful means for the settlement of all matters of dispute between them.”
