코로나19 국제협의그룹 외교장관 전화 협의해
기업인 ‘필수적 여행’ 협조, 한국 등 12개국 ‘공동선언’ [한·영 전문포함]
한국 외교부(강경화 장관)은 지난 4월 17(금, 한국시간) 오후 9시부터 약 90분 동안 코로나19 국제협의그룹 외교장관들과 다자간 전화 협의를 가졌으며, 이 협의 계기에 외교장관들은 ‘필수적 글로벌 연계 유지에 관한 코로나19 장관급 국제협의그룹 공동선언(Declaration of the Ministerial Coordination Group on COVID-19 on maintaining essential global links)’을 채택했다고 밝혔다. 금번 전화 협의에는 한국, 캐나다, 브라질, 프랑스, 독일, 인도네시아, 이탈리아, 모로코, 페루, 싱가포르, 터키, 영국 등 12개국 외교장관이 참여했다.
이번 선언은 ▷글로벌 경제ㆍ무역ㆍ여행에 대한 혼란 완화, ▷백신ㆍ치료제 개발 등 국제적 보건 대응 공조, ▷모범 사례 공유 등 코로나19 대응에 있어 국제 협력 필요성을 담고 있으며, 특히, 우리측 제안에 따라 코로나19의 사회·경제적 영향을 최소화하기 위해 기업인들의 이동 등 필수적인 여행을 허용하도록 독려한다는 내용이 포함되었다.
이번 공동선언은 출범 초기부터 한국이 적극 참여해온 동 협의체의 논의 내용을 집약한 것으로, 향후 참여국간 코로나19 대응 국제 공조를 촉진해 나갈 것으로 평가된다.
외교장관들은 또한 각 국의 경제활동 및 일상생활 정상화 방안에 대해 집중 논의하였으며, 강 장관은 동 회의 제안국인 캐나다의 요청에 따라 이와 관련한 선도발언을 하였다.
한국의 강경화 장관은 코로나19 사태 초기부터 한국 정부가 코로나19 감염 확산을 차단하면서도 국민들의 경제활동 및 일상생활을 가능케 하는 방법을 지속 모색해왔으며, 철저한 방역대책을 마련해 4월 15일(수) 국회의원 총선거를 예정대로 실시하였다고 소개하고, 현재 생활방역 체제로의 전환 조건과 준비사항을 신중하게 검토중이라고 설명하였다.
강 장관은 또한, 경제활동 정상화의 기본 전제 조건은 진단(Testing)· 추적(Trace)·치료(Treat) 등 ‘3T’를 지속 적극 시행하여 코로나19 감염 확산을 차단하는 것이라고 강조하고, 각 국의 의료·방역 체계가 대처할 수 있는 범위 내에서 지역별, 업종별로 중요도·위험성을 감안하여 점진적인 경제활동 정상화 조치 실시가 바람직하다고 설명하였다.
외교장관들은 경제활동 정상화에 있어 점진적이고 신중한 접근과 진단·추적·치료(3T)의 중요성에 대해 공감하고, 모범 사례를 상호 적극 공유하는 가운데 코로나19 대응 관련 양자·다자적으로 긴밀한 소통과 공조를 이어나가기로 하였다.

2020년 4월 17일, 코로나19 장관급 국제협의그룹은 아래 선언에 동의하며 여타 국가들에 유사한 접근 방식을 채택할 것을 촉구한다.
- 19 팬데믹의 영향을 겪고 있음에 따라 생명과 생계를 구하기 위한 협력이 필수적이다. 전례 없는 글로벌 경제·무역·여행에 대한 혼란을 완화하기 위하여 글로벌 협력이 필요하다. 우리는 백신과 치료제 개발을 포함한 글로벌 보건 분야에서 강력하고 조율된 방식으로 대응하며, 강력하게 상호 연결된 세계에서 위기에서 벗어나기 위한 모범사례를 찾기 위해 노력하여야 한다.
- 개발을 지지함으로써, 혼란을 최소화하고 굳건히 회복하기 위해 공중보건, 여행, 무역, 경제 및 금융조치에 있어 모든 국가와 공조할 것을 약속한다.
- 이를 해결할 것을 약속한다. 특히, 우리는 여성이 불균형적으로 코로나19 팬데믹에 영향을 받고 있고, 코로나19 대응에 있어 성별에 따른 불균형한 영향에 대한 고려가 필요함을 인식한다.
- 항공, 육로, 해상 교통망 및 공급사슬 유지의 중요성을 유념한다. 이는 발이 묶인 여행자들의 귀환을 촉진하며, 혼란을 최소화하고, 개인보호장비·약품·기타 필수 의료용품 및 식품의 공정하고, 투명하며, 효율적이고, 시기적절한 접근 및 분배를 위한 재화와 서비스의 국가 간 흐름을 유지하며, 인도적 지원 활동가 및 비정부기구(NGO)의 필수적인 활동이 가능토록 하기 위함이다.
- 19 팬데믹 관리에 대한 조언을 제공하는 과학계의 역할과 중요성을 인정한다.
- , 우리는 계속해서 자유 무역을 증진하고 보호할 것이다. 코로나19 대응을 위한 긴급 조치가 불가피한 경우, 이는 목표가 분명하며, 비례적이고, 투명하며, 한시적이어야 한다는 데 동의한다. 이러한 조치들은 무역에 대한 불필요한 장벽이나 글로벌 공급사슬에 대한 지장을 초래하지 않아야 하며, WTO 규정과 일치해야 한다.
- 가교 역할을 수행하며, 필수적인 화물 수송을 지원해 준 공항 및 항구들에 사의를 표명한다. 또한, 예외적 상황에서도 운항이 지속되도록 노력한 항공사 및 선사, 그 직원, 출입국 관련 공무원 등 모든 관계자들에 사의를 표명한다.
- , 양자적으로, 그리고 다양한 글로벌, 지역적, 다자적 그룹에 참여함으로써, 유엔의 리더십을 통하여 모든 국제 파트너들과 협력할 것이다. 이는 유엔 글로벌 인도적 대응계획(Global Humanitarian Response Plan) 및 공급사슬 태스크포스(UN Supply Chain Task Force), 세계보건기구(WHO)의 중요한 역할과 전략적 대응계획(Strategic Preparedness and Response Plan)에 대한 인식, 세계무역기구(WTO), 세계관세기구(WCO), 국제민간항공기구(ICAO), 국제해사기구(IMO) 등을 유념하여 다음 사항에서 이루어진다.
a. 전세계 주요 항공, 해상, 육로 환승 허브가 여행, 환승, 화물 운송을 위해 개방되도록 독려한다.
b. 공항과 항공사가 상업적으로 운영됨을 인식하여, 발이 묶인 여행객들의 귀환과 필수적 연결성 유지를 보장하기 위해 국내 공항 및 항공사와 긴밀한 공조를 지속한다.
c. 항공사 및 관계 당국이 주요 여행 경로를 유지함으로써 가능한 많은 자국민들이 상업적 수단을 이용하여 귀환할 수 있도록 보장하고, 코로나19의 사회·경제적 영향을 최소화하는 데 주력하는 기업인들의 이동 등 필수적인 여행을 허용하도록 독려한다.
d. 자국민 귀환 지원에 있어 공동의 접근법을 위한 모범 관행 및 활동 등의 상호 교류 중요성을 강조한다.
e. 자가 격리 등 여타 귀환 요건을 포함한 국내법·국제법·공중보건수칙과 합치되는 가운데, 상업적 경로가 불가능한 경우 특별기 운항에 대한 제약을 최소화하고, 발이 묶인 자국민들이 공항으로 이동할 수 있도록 국내 이동에 최대한의 융통성을 허용할 것이다.
f. 코로나19 관련 여행 제한으로 출국할 수 없게 된 외국인의 비자나 체류기간 연장에 대한 공동의 책무에 국내 법률 및 정책에 따라 동의한다.
g. 인종적 배경에 근거한 차별과 공격에 맞서 싸우면서, 자국 내 발이 묶인 외국인을 지원하고 필수적인 보건 서비스를 제공하는 데 동의한다.
h. 항구들이 개방되어 화물을 수송하고 필요한 곳에 필수 공급품을 포함한 재화가 운송될 수 있도록 독려한다.
i. 코로나19 팬데믹이 항공 운송업에 초래한 예외적인 상황을 고려하는 가운데, 가능한 대안 항공편의 재예약을 통해 발이 묶인 승객들의 귀환을 촉진하고, 여행을 취소하거나 연기하고자 하는 승객들을 돕도록 항공사들을 독려한다.
j. 필요 물품에 대한 취약국 및 취약계층 수요를 포함한 국내적·국제적 수요에 부응하는 생산 능력 확보를 위해 보건당국과의 긴밀한 협업 하 제조업을 개편·확대·용도 변경토록 민간부문을 독려하며, 현재의 위기에 따른 글로벌 생산과 분배의 효율성 및 신뢰성 증진을 위한 검토를 시작한다.
k. 모든 국가들이 백신, 치료법, 우수한 진단키트 개발에 접근할 수 있도록 코로나19 연대 대응기금(WHO’s COVID-19 Solidarity Response Fund), 전염병예방혁신연합(Coalition for Epidemic Preparedness Innovations), 세계백신면역연합(GAVI, the Vaccine Alliance) 등을 통한 과학적 자원과 노력을 활용하고, 연구를 촉진하며, 결과를 공유하는 한편, 코로나19 백신을 위한 국제 연합(International Alliance for COVID-19 Vaccine)의 출범을 환영한다.
l. 모든 국가들의 위기 극복에 일조하기 위해 모범 관행과 교훈을 수집한다.
- 국내적으로, 우리는 각국 관계부처가 동 이슈에 참여할 것을 약속한다. 국제적으로, 우리는 정기적으로 접촉하며, 여타 국가들이 동 선언을 지지하도록 독려할 것이다.

Declaration of the Ministerial Coordination Group on COVID19 on maintaining essential global links. [영문 전문]
On April 17, 2020, the Ministerial Coordination Group on COVID-19 (MCGC) agreed on the following declaration and urged other countries to adopt a similar approach:
- As the world manages the impact of the COVID-19 pandemic, it is vital that we work together to save lives and livelihoods. Global cooperation is necessary to mitigate the unprecedented disruption to the global economy, trade, and travel. We must endeavour to deliver a strong and coordinated global health response including developing a vaccine and relevant treatments and to identify best practices to emerge from the crisis as a stronger, more interconnected world.
- We commit to work with all countries to coordinate on public health, travel, trade, economic and financial measures in order to minimize disruptions and recover stronger by reinforcing global links and the multilateral system, and in support of sustainable development.
- We recognize and commit to addressing the particular challenges faced by vulnerable countries and groups, including in Africa and Small Island Developing States, including the resilience of their health systems and access to medical supplies and personal protective equipment, and support a time-bound suspension of debt service payments for the poorest countries that request forbearance. We also recognize that women, in particular, are disproportionately impacted by the COVID-19 pandemic and that responses must account for gender-differentiated considerations.
- We note the importance of maintaining air, land and marine transportation links and supply chain connectivity to facilitate the return home of travellers who may be stranded, minimize disruptions, ensure the necessary flow of goods and services between countries, notably the fair, transparent, efficient and timely access to and distribution of personal protective equipment, medicine and other essential medical material as well as food and enable humanitarian workers and NGOs to pursue their indispensable work.
- We acknowledge the importance and critical role of the scientific community in providing guidance to governments in managing the COVID-19 pandemic.
- In this context, we will continue to promote and protect free trade and we agree that emergency measures designed to tackle COVID-19, if deemed necessary, must be targeted, proportionate, transparent and temporary, and that they do not create unnecessary barriers to trade or disruption to global supply chains, and are consistent with WTO rules.
- We recognize with appreciation those air and sea ports that have remained open and have served as bridges to bring home stranded nationals and to support the transport of essential cargo. We express our thanks to the airlines and shipping companies, and their personnel, border and other national officials involved in this effort, that have continued to operate in exceptional circumstances.
- Going forward, individually, bilaterally and through our participation in various global, regional and plurilateral groups, we will work with all international partners through the leadership of the UN, noting the UN’s Global Humanitarian Response Plan and the UN Supply Chain Task Force, recognizing the critical role of the WHO and its Strategic Preparedness and Response Plan, as well as the WTO, WCO, ICAO and IMO to:
- encourage key transport hubs around the world to remain open to travel, transit and cargo by air, sea and land
- recognizing that airports and airlines are commercial operations, we will continue to work closely with our own domestic airports and airlines to ensure sufficient capacity to allow stranded travellers to return and to preserve vital connectivity
- encourage airlines and relevant authorities to maintain key travel routes to support these efforts to ensure as many stranded nationals as possible are able to return by commercial means as well as to permit essential travel, including essential business travel focused on minimizing the social and economic impact of COVID-19
- underline the importance of exchanging best practices and work towards a common approach in support of nationals travelling home
- minimize barriers to the operation of special flights where commercial routes are not possible and allow maximum flexibility for internal domestic travel to allow stranded nationals to reach airports; consistent with applicable domestic and international laws and public health directives, including self-isolation and other requirements upon return
- agree to a joint commitment, in accordance with existing national laws and policies, to visa or status extensions, as appropriate, for individuals who are unable to leave because of COVID-19 related travel restrictions
- agree to support stranded foreign nationals and offer them access to essential health-care services while fighting against discrimination and targeting based on ethnicity
- encourage sea ports to remain open for cargo operations and the continued availability of shipping services to support the transport of goods, including essential supplies, wherever they are needed
- taking into account the exceptional circumstances created by the COVID-19 pandemic for the air transport industry, encourage airlines to facilitate the return of stranded passengers, including through rebooking with alternative airlines if possible, and to assist passengers who want to cancel their trips or postpone them
- encourage our private sectors, working in close collaboration with health and public safety authorities, to continue their efforts to retool, scale up and repurpose manufacturing toward critical needs in order to meet national and global demands, including of vulnerable groups and countries, and begin consideration of improving efficiencies and the reliability of global and national production and distribution following the immediate crisis
- pool scientific resources and efforts, promote research and share findings, including through the WHO’s COVID-19 Solidarity Response Fund, the Coalition for Epidemic Preparedness Innovations, GAVI and the Vaccine Alliance and welcome the launching of an International Alliance for COVID-19 Vaccine, to work towards developing a vaccine, therapeutics and enhanced testing kits to be available to all countries
- identify best practices and lessons learned to assist all countries in recovering from this crisis.
9. Domestically, we commit to engaging our respective relevant national authorities on these issues. Internationally, we will remain in regular contact and encourage other states to support this initiative.
